Neighbor-to-Neighbor Petition Campaign
How This Works
This petition travels neighbor to neighbor, door to door. Each block has a Street Captain — a neighbor who circulates the signature sheet on their street, answers questions, and returns completed sheets to MCLT.
If someone handed you this sheet, they live near you and they think this matters. Want to be a Street Captain for your block? Email info@montavillalandtrust.org.
Who We Are
We're your neighbors. The Montavilla Community Land Trust is a volunteer-led effort started by residents of the 97215 zip code who want the neighborhood — not a developer — to decide the future of 7700 SE Stark Street.
We're not a company. We're not funded by the city. We're a group of Montavilla residents who love the farmers market and believe our neighbors do too.
Why This Matters
The Montavilla Farmers Market's home is for sale. Since 2007, the market has operated on a 0.84-acre parcel at 7700 SE Stark — growing from 17 vendors to more than 70. In late 2024, the owners notified the market they intend to sell. The property is listed at $4,999,000. The zoning allows up to four stories of development. A developer could close at any time.
A Community Land Trust is how communities protect land permanently. A CLT acquires land and removes it from the speculative market — forever. The land stays in community hands, governed by a board of the people who live and work here. This model has been used in 308 CLTs across 48 states to protect farmers markets, commercial districts, housing, and neighborhood institutions.
The petition tells the city, sellers, and funders that Montavilla is organized. Every signature is a neighbor saying: this neighborhood has a stake in what happens here, and we want a seat at the table.

We, the undersigned residents and community members of Montavilla and the surrounding Portland neighborhoods, call on the City of Portland, Multnomah County, and all relevant stakeholders to:
We believe communities should have a meaningful role in the future of the places that define them. We are not opposed to change — we are asking for a voice in shaping it.
